RIVER BASIN MANAGEMENT IN TURKEY
Basin-scale water management approach is adopted for water resources in Turkey. Basinscale water management, which is the basic principle of the EU Water Framework Directive (WFD), is an important tool that provides the protection and the sustainable use of water resources. In recent years, major steps have been taken in the management of river basins in Turkey. River Basin Protection Action Plans have been successfully completed and these plans are intended to be transformed into EU compliant River Basin Management Plans.
THE PROJECT SCOPE
The purpose of the project is to develop River Basin Management Plans (RBMPs) for the Akarçay, Batı Akdeniz and Yeşilırmak River Basins in accordance with the WFD and sister directives, and develop necessary capacity of Turkey with detailed studies on economic analysis and water efficiency issues. For this aim, the Project "Technical Assistance on Economic Analyses within River Basin Management Plans and Water Efficiency Aspects in 3 Pilot River Basins in Turkey ", has been funded by the European Union and Turkey. The Beneficiary of the project is the Ministry of Agriculture and Forestry. The project is being executed by a consortium of Spanish (Técnica y Proyectos, S.A.), French (EGIS eau) and Turkish (DOLSAR) companies. The Consortium will prepare river basin management plans that are compliant with the Water Framework Directive of the European Union. The project has started on the 29th of May 2017 and its duration is three years.
THE PROJECT COMPONENTS
The three components to be developed as part of the project are:
1) Establishing RBMP: In scope of the first component, existing status will be evaluated, environmental objectives will be determined and measures program will be proposed in order to develop River Basin Management Plans for three river basins.
2) Economic Analyses: Economic evaluation studies to develop a RBMP, such as economic evaluation of water use, cost effectiveness and cost-benefit analyses, will be covered in this component in detail.
3) Water Efficiency: Conceptual studies will be carried out across the basins in order to evaluate water efficiency and water pricing, action plans in the three basins and the three sectors will be obtained. Besides, proposed solutions will be evaluated in three pilot regions to maintain water efficiency in drinking water supply, industrial and agricultural water use.
PERIOD AND PLACE OF THE PROJECT
The project has started on the 29.05.2017 and is scheduled to end on the 29.05.2020. The project will be executed in Ankara and in the provinces of the basins.
